PURPOSE OF POSITION • To add value to the business by delivering HR & administration advice, support, and services that: • Contribute to effective business strategy implementation, • Facilitate administrative efficiency, • Promote and enhance employee contribution to the business, and; • Contribute to effective change management. KEY ACCOUNTABILITIES HR Policy and Planning • Ensure consistent group policies implementation at all Greater China offices; • Develop China policies in alignment with company principles and PRC laws; • Plan and execute annual headcount, training and payroll budget in line with business strategy. Performance Management / Employee Contribution • Coach, support and advise line management in the development, promotion of positive work behaviour and performance; • Ensure all discipline and grievance processes are consistent with company policies, and relevant PRC laws; • Design and establish frameworks or methodologies to promote performance and contribution of staff; • Communicate informally and formally with employees to build strong internal working relationships. Employee Relations and Workplace Reform • Coach line managers to manage within relevant legislations; • Assist line managers to review and challenge existing work practices, and seek opportunities for flexibility, cost savings and efficiencies; • Coach managers when commencing, altering, or terminating employment contracts; • Prepare material for formal industrial relations matters. Recruitment & Selection • Ensure cost effective approach to recruitment; • Coach, support and advise line management in recruitment and selection processes (including approvals, advertising and interviewing); • Partner line managers in recruitment activity / processes as required; • Advise on appropriate engagement terms (e.g. fixed term, independent contractor, etc.); • Management of employment contracts; • Liaise with recruiting firms to specify assignments; • Induction of new employee’s. Change Management • Support, contribute, and advise line mangers in the planning, design and implementation of restructuring activity; • Design and provide tools that facilitate restructuring; • Liaise with internal and external resources where appropriate; • Ensure all restructuring plans, tools and implementation activities are consistent with relevant legislation. Equal Employment Opportunity • Ensure discrimination or harassment awareness training is maintained at all sites; • Coach managers to reduce the incidence, severity of discrimination, harassment complaints; • Conduct complaint investigations, and recommend outcomes; • Prepare material for formal anti-discrimination matters; • Maintain and develop working relationships with relevant external parties. HR Reporting and Payroll • Provide Monthly HR reporting (Headcount, Safety, Turnover, Payroll, Annual Leave etc.) for China & HK; • Manage the remuneration, payroll and benefits for China & HK. Training & Development • Provide advice to line management to identify and address skill gaps; • Promote Company training initiatives, (e.g. Traineeships, Development Plan) ; • Ensure all compliance training has been completed e.g. Trade Practices, Induction, Safety). Administration • Lead Admin function across China and Hong Kong to deliver efficient administrative operation services; • Plan, execute Admin budget and monitor Admin expenditure aligned with budget; • Develop and implement Admin policies and cost saving initiatives in line with company policies. |
